    Massachusetts Dept. of Health silently installed COVID19 Tracking app on my Android

    Went to look at my Google Play updates and noticed this weird COVID tracking app that I never installed, nor would ever even think of installing:

    There are over a hundred reviews of people complaining about the same thing. We never consented to this. I even have this stuff turned off on my phone:

    How can a government agency silently install apps on people's Android phones? Is this a major security bug in Android that we do not know about?
