[Help] How should I go about making my own live wallpaper?

I'd love to make a live wallpaper based on the Gamecube's menu. My lock screen would be the Gamecube logo and unlocking it would make it spin and transition into the Gamecube's menu like this

Home screen would look something like this.

Then swiping screens would make the cube spin, and maybe make a sound. Is there an app out there I could use to make this? Or maybe something on PC?

[Help] Overide Android's native Dark Mode accent color...how?

So, I want to use Android's recent Dark Mode so that Google apps use it, but at the same time I don't like the blue colors in the notification menu. Is there a way to overide it with a theme of change the accent color? It seems that I can't apply a Samsung theme over the Dark Mode for some reason.
